World Forum for Democracy 2025 | Present Your Initiative in France

The World Forum for Democracy 2025 is a high-level international Conference hosted by the Council of Europe that unites visionary thinkers, youth leaders, civil society, and government stakeholders to confront today’s most critical democratic threats. Held under the timely theme “Democracy at Risk: How Can We Revive It?”, this transformative event will take place in Strasbourg, France, from November 5–7, 2025.

As democratic values face rising global challenges—disinformation, inequality, exclusion, and declining civic trust—this forum provides a collaborative space to exchange ideas, amplify innovative democratic practices, and push for global reform. Youth changemakers, NGOs, social innovators, and thought leaders are invited to present real-world initiatives that empower civic participation and safeguard the democratic process.

With a strong focus on inclusion, digital innovation, media freedom, and systemic change, this fully funded Youth Forum provides unmatched access to global visibility, mentorship, and policy influence. Selected projects may compete for the Democracy Innovation Award, gaining the opportunity to shape democratic futures on an international stage.

Focus Areas & Themes

Participants are encouraged to align their initiatives with the core theme “Democracy at Risk: How Can We Revive It?” Key areas of interest include:

  • Global threats to democracy and civic institutions

  • Disinformation, fake news, and digital transparency

  • Youth engagement and political inclusion

  • Freedom of the press, journalism, and civic media

  • Inequality and marginalization in governance

  • The role of culture, education, and arts in democracy

  • Building trust in democratic institutions

Whether your initiative supports democratic education, combats misinformation, or amplifies youth participation, this is your chance to influence international discourse.

Selected participants will receive significant recognition and fully funded support:

  • Present your initiative during the global “Time for Ideas” sessions

  • Gain visibility through the Council of Europe’s communication platforms

  • Engage in meaningful dialogue with youth leaders, policymakers, and civil society

  • One representative per selected initiative will receive:

    • Full travel and accommodation funding to attend the forum in Strasbourg

  • Shortlisted initiatives will compete for the Democracy Innovation Award

  • Join an active global network focused on democratic renewal


Eligibility Criteria

The forum is open to public and private organizations, regardless of country of origin, whose work supports democracy, civic participation, and social equity:

  • Open to organizations or initiatives worldwide (no nationality restrictions)

  • The submitted initiative must be active or already underway

  • Projects should relate directly to:

    • Civic engagement

    • Digital governance

    • Disinformation

    • Youth participation

    • Media freedom

  • Initiatives must be practical, not theoretical proposals

  • One representative from each selected initiative must attend in person (Nov 5–7, 2025)

  • Participants must be proficient in English or French

  • No age limit specified

This is a Youth & Civil Society Opportunity, but institutions and groups working with broader communities are also welcome.

To participate in the World Forum for Democracy 2025, follow these steps:

  2. Download the official application questionnaire linked in the call for initiatives

  3. Fill out the questionnaire with details including:

    • A clear description of your initiative

    • Purpose, goals, and implementation details

    • Measurable impact and relevance to the 2025 theme

  4. Email your completed questionnaire to:

  5. Submit before the deadline to be considered

Applications must be received via email by the end of the day (Central European Time). Early submission is strongly encouraged due to limited selection slots.
