The Azerbaijan Government Scholarship 2025–2026 provides comprehensive financial and academic support, covering all major expenses throughout the study duration:
Full tuition fee coverage, including preparatory language courses
Round-trip international airfare to and from Azerbaijan
Monthly stipend of 800 AZN (approximately 470 USD) to cover living expenses, accommodation, and study materials
Annual medical insurance allowance of 200 AZN (approximately 117 USD)
Visa facilitation including a single-entry visa and annual temporary residence permit

Eligibility Criteria
Applicants for the Azerbaijan Government Scholarship must meet the following eligibility requirements:
Must be a citizen of an eligible country (list available on the official website)
Azerbaijani citizens or those who have had Azerbaijani citizenship canceled are not eligible
Age requirements:
Undergraduate & General Medicine Programs: Under 35 years old
Graduate & Medical Residency Programs: Under 40 years old
PhD Programs: Under 45 years old
Applicants must be in good health and free from serious medical conditions
Only one application allowed per person (in case of dual nationality)
Applications must be officially nominated by the government authorities (e.g., Ministries of Education or Foreign Affairs) of the applicant’s home country
Academic excellence is required (minimum GPA of 70%, 7/10, or equivalent)
Language proficiency as per the program requirement (English, Russian, Turkish, or Azerbaijani)
All documents must be submitted in Azerbaijani, Turkish, English, or Russian
How to Apply
The application process consists of two key stages:
Stage 1: Nomination by Government Authority
Submit the required documents to the relevant national government body in your home country (usually the Ministry of Education or Foreign Affairs).
The deadline for nomination is 15 May 2025 at 6 PM (Baku Time).
Only nominated candidates will be allowed to proceed to the second stage.
Stage 2: Online Application
Log in to the official Study in Azerbaijan portal: portal.edu.az between 1–15 June 2025.
Select the “Heydar Aliyev – International Education Grant” option.
Choose up to three different study programs across Azerbaijani universities.
Upload all required documents in PDF format.
Monitor application status and updates through the SIACAS portal.

Applicants must prepare and submit the following documents:
Completed Nomination Form (first stage)
Copies of academic diplomas and official transcripts
Valid passport copy (identification page)
Proof of language proficiency:
Undergraduate: IELTS 5.0 / TOEFL 40
Postgraduate: IELTS 5.5 / TOEFL 50
Or proof of previous education in English, Russian, or Turkish
Updated CV or résumé
Medical certificate (including HIV/AIDS and Hepatitis B/C test results)
Motivation Letter outlining academic and career goals
Copies of international or local awards/certificates (optional but recommended)
All documents must be in one of the accepted languages: Azerbaijani, Turkish, English, or Russian
Application Deadline
The first-stage nomination deadline for the Azerbaijan Government Scholarship is 15 May 2025.
Nominated candidates must complete the online application between 1–15 June 2025 through the Study in Azerbaijan portal.
